После выхода из строя первичного контроллера домена с AD были произведены следующие действия:
удаление данных из AD по http://support.microsoft.com/kb/216498
ремонт sysvol согласно http://support.microsoft.com/kb/315457/en-us
восстановление политик при помощи recreatedrfpol.exe
