Процессор тоже относится к минимальным, к тому же, говорят, у игры не очень с АМД
Мелочь, но можно в таск менеджере повысить приоритет, может дать прирост

50% мало, эта проблема у многих с похожими симптомами (фпс вначале нормально, затем падает), я не знаю дело ли в слабом процессоре (bottleneck) или ещё в чём-то, надо гуглить существуют ли какие-то решения.

While game is running open task manager and set Priority to "High"

Afterburner and Rivatuner
Make sure you have the 2d profile set in AB to equal your cards stock settings
Then, set your 3d profile. It can be whatever you like. When testing a new game I tend to up my power limit and then set my core clock just 10mhz higher. This way I can tell if the 3d profile is active from my OSD and I dont have to Alt+Tab out of the game.
Open Rivatuner
Click the "plus" symbol and add the GTA5.exe (not the launcher) For me, this was in the regular "Program Files" folder (not x86) under Rockstar Games.
Still in Riva Tuner select the GTA5 exe that you just added. Select "Low" for "Application Detection Level". Minimize Rivatuner (to tray). Of course, set whatever you want to monitor now in AB.
Open GTAV and see how it performs. I got a fairly significant increase in the percentage of my gpu use and it seems to give better and more consistent framerates. CPU usage has leveled out and is no longer eating up almost all of the CPU. (Reducing Population Density and Variety helps this a lot...Im pretty sure)
Note: This was only done at stock speeds (4ghz) on FX 8350 using AMD 14.12 drivers. Will add tweaks that are outside of the regular game settings shortly.
Important Note: Watch your monitor's refresh rate when going in and out of cut scenes. If you pause during a cut scene go into the regular game menu and see if your refresh rate changed back to 59hz if you have a 120 or 144hz monitor. If so, change it back to your refresh rate and leave vsync off. I dont know why it does this because at 59hz and vsync off the cut scenes have wicked screen tearing
