Темы с иконками можно взять от похожей программы вот тут: _http://www.softq.org/folderico_themes

При переустановке ОС иконки на папках сохранятся? ИМХО - нет, т.е. привязаны к
C:\Documents and Settings\user\Application Data\ArcticLine\Folder Marker\icl\Main.icl
если проги нет - нет и иконок.

Folderico лучше! больше иконок и бесплатная и всегда сохраняются иконки при переносе

Через desktop.ini файлы не пометишь, только папки.
В том и фишка.

что значит "пометишь"? свой файл/аналог desktop.ini создает?

имя файла можно "изменить", включая запрещенные символы в именах файлов.
