» How to access FTP server?

I have been trying to download slovene-russian dictionary from that topic: http://forum.ru-board.com/topic.cgi?forum=93&topic=3408&start=3060#lt . Nowhere I can find a download link or something like that. The file is supposed to be on some FTP server, but nowhere on this fuckin site it is written how to access it. I beg you for help. I need that file really bad.
