You can put any useful tools here. like "ThinConvert" , "RegistryConvert" , "Thinstall.vs" , and so on .
Support to pick shortcut that place in folder "Package Editor\Tools".
Just put this folder to where Package Editor installed .
I think it's simple to use and we don't need any Help Manual
