Формально - да, но работают не все функции. В частности, сжатие реестра, например, не поддерживается. И не только... Ставить сабж (2009) на "семёрку" в текущем виде -- смысла мало, imho. Беты не пробовал.

Версия jv16 PowerTools 2009 v1.9.0.590. Как навсегда удалить лицензию? файл License.xbin удаляю из директории программы. Запускаю программу, так файл License.xbin в backup директории появляется. Там удаляю (и в директории программы его тоже уже нет). Снова запускаю программу, так снова файл License.xbin в backup директории появляется. 
Если ответ не будет подходить под правила топика, то просьба дать его в Варезнике.

Могу предположить, что он запрятан в NTUSER.DAT(Размер большой около 5 мг) у админа в Documents and Settings, а в Backups, он у меня лежит и без сноса License.xbin_backup

Дико извиняюсь, но на висте эта фиговина работает очень интересно. Чистить-чистит, но после чистки комп начинает грузиться непредсказуемо долго. Что он там ломает непонятно, но результат проверен на трех компах и ноутбуках.
И какой вопрос ?
Восстанови реестр и посмотри изменится ли ситуация.

пока она не стояла конечно нет. Но щаз вышла 7ка, ровно в два раза быстрее работает висты по тестам на одном и том же компе и вообще поприятнее штука. Так вот на ней не хочется экспериментировать, пока летает и без JV

1.9.1.606 заваливает ассоциацию файлов, причем конкретно. Проблема здесь описывалась, но у меня не только exe-шники и линки, невозможно запустить regedit и контекстное меню не предлагает выбор программы и пр. Есть идеи как пофиксить?

5. Temp files are now included in the total number of files deleted number visible in the Main Window's Statistics box.
6. Additional Safety boxes in File Cleaner, Registry Cleaner and Clean & Fix my Computer tools have different amounts of margin between the caption and the checkboxes.
7. Aborting the data population of certain tools now closes the tool itself, instead leaving the user with an empty tool window. Applies to: Startup Manager, Software Uninstaller, Service Manager and History Cleaner. The same policy was already in use with the Registry Information tool.
8. Added new graphics to the Installer.
9. Added a Status Bar to the Ignore List Editor window (Available from most Right-Click menus via "Control Hidden Items", option only visible if at least one it has been hidden within the tool).
10. Small buttons are no longer included to the Color Debug system, these buttons include all the "..." buttons.
11. Moved the Apply button of Registry Cleaner's Custom Fix error next to the Close button.
12. Disabled the Vista/Win7 animation effect from the Progress Bar of the Quick Tutorial.
13. Increased the default size of many tool windows in order to make sure everything is visible.
