We have experienced the same problem this weekend on both admin servers. I was able to fix the issue by deleting both the TEMP copy of the ini file as well as the copy located in the KLSHARE update folder then manually running the download update to repository task.
1. Delete startup.ini file located in each folder below. 2nd location is assuming you used the default share path for KLShare.

2. Run the "download updates to repository" admin kit task
3. Check your clients and verify they can update.
If your slave admin servers update from the master admin server, not the internet, then be sure to start with the master admin server first. If you are using the admin kit on Vista, Server 2K8, or Windows 7 note the different path below for TEMP download location which is in "ProgramData" not "Documents and Settings\All Users".
